Every layer of OpenCongress is designed to minimize what we store, encrypt what we keep, and give you full control over your data.
Toggle anonymous mode on any conversation. No chat content, tool calls, or conversation metadata is persisted to the database. When the session ends, the data is gone. Anonymous mode prevents OpenCongress from storing any data. Conversations are still processed by Anthropicβs Claude API to generate responses. See their usage policy.
All stored conversations are encrypted using Fernet symmetric encryption (AES-128-CBC + HMAC-SHA256). Encrypted fields include conversation titles, message content, tool call inputs, and tool call results. Key rotation is supported with seamless migration. Chat history lives on a dedicated, isolated database, separate from legislative data.
AI queries run against a separate read-only copy of the legislative database. The AI has zero access to user tables, credentials, or personal data. Queries are constrained to 10,000 rows, 3 joins maximum, and a 5-second statement timeout.
All tool outputs are scanned for injection patterns and wrapped in data delimiters before reaching the language model. Generated content passes through two layers of quality control: deterministic rule validation and AI-based verification.
Conversations inactive for 12 months are automatically deleted. You can permanently delete your account and all associated data at any time. Privacy policy consent is tracked with a timestamp. Email unsubscribe is token-based and requires no login.
Chat is currently powered by Anthropicβs Claude Haiku. Additional providers are on the roadmap. Weβre exploring local model support so your conversations never have to leave your machine.
