John R. Carter is a Republican Representative from Texas's 31st District who previously served as the first Republican elected to a countywide position in Williamson County.
Background
Born in Houston, John R. Carter graduated from Texas Tech University with a history degree in 1964 and earned a Juris Doctor from the University of Texas School of Law in 1969. He began his career as the first general counsel to the Texas House of Representatives' Agriculture Committee before entering private law practice and later serving twenty years as a judge for the 277th District Court of Williamson County. During his judicial tenure, he notably presided over the 1984 murder trial of serial killer Genene Jones.
Political career
John R. Carter began his public service as the first general counsel to the Texas House of Representatives' Agriculture Committee before serving as a judge for the 277th District Court of Williamson County from 1981 until 2002. A member of the Republican Party, he was the first Republican elected to a countywide position in Williamson County and was reelected to his judicial seat four times. He has served as the U.S. representative for Texas's 31st congressional district since 2003.
