About
Dwight Evans has represented Pennsylvania's 3rd congressional district in the House since 2016, following a 35-year tenure in the Pennsylvania House of Representatives beginning in 1981. He won a special election in November 2016 after defeating the incumbent in a Democratic primary. His district encompasses much of Center City and surrounding neighborhoods in Philadelphia. In June 2025, he announced he would not seek reelection in 2026.
Evans serves on the House Committee on Ways and Means and its subcommittees on Health and Work and Welfare. His legislative priorities center on public safety, housing, and healthcare access. He has supported multiple public health option bills and co-led the Reconnecting Communities infrastructure initiative, which secured $1 billion in funding. In 2022, he unveiled a $51 billion plan to combat gun violence and a $63 billion housing initiative developed with fellow Pennsylvania representatives.
Evans has taken prominent positions on several major issues. He voted to impeach President Donald Trump in both 2019 and 2021, and he supported aid to Israel following the October 7 attacks. He voted for the Bipartisan Background Checks Act and the Infrastructure Investment and Jobs Act. During the 117th Congress, his voting record aligned with President Biden's stated positions 100 percent of the time. In 2022, the Russian government permanently banned him from traveling to Russia in retaliation for U.S. sanctions related to the Ukraine conflict.
