About
Sylvia Garcia has represented Texas's 29th congressional district, which covers much of eastern Houston, since 2019. A lawyer and Democrat, she brings decades of public service experience to the House. Before her election to Congress, Garcia held several prominent positions in Houston and Harris County government, including serving as presiding judge of the Houston Municipal System for five terms and as Houston city controller beginning in 1998. In 2002, she was elected to the Harris County Commissioner's Court, becoming the first woman and first Latina elected to that position in her own right. Her precinct encompassed significant economic assets including a major NASA facility, the nation's largest petrochemical complex, the Houston Ship Channel, and the Port of Houston.
In Congress, Garcia serves on the House Committee on Financial Services, where she focuses on housing and insurance issues, as well as digital assets and financial technology. She also serves on the House Committee on Ethics. Her legislative work reflects her background in municipal finance and community development, with sponsored bills addressing affordable housing supply chains, community trust, and housing standards. Through her committee assignments and legislative priorities, Garcia continues to focus on economic development and financial policy matters relevant to her diverse district.
