Hoyer, Steny H.

Steny Hoyer represents Maryland's 5th congressional district and serves as Ranking Member of the Financial Services and General Government Appropriations Subcommittee. In this role, he leads the Democratic opposition on spending decisions affecting federal agencies, financial regulators, and government operations. As ranking member of a subcommittee within the broader Appropriations Committee, Hoyer influences which federal programs receive funding and holds the majority accountable through oversight and questioning during budget hearings.

Hoyer brings decades of legislative experience to this position. He has served in Congress since 1981, beginning his career in the Maryland State Senate where he became the youngest president of that chamber in state history. His background includes work as a staff member for U.S. Senator Daniel Brewster and service on Maryland's Board of Higher Education. This long tenure has made him the most senior Democrat currently serving in the House and the dean of Maryland's congressional delegation.

Throughout his career, Hoyer held significant leadership roles in the Democratic caucus. He served twice as House Majority Leader, from 2007 to 2011 and again from 2019 to 2023, and twice as House Minority Whip. These positions placed him second in the Democratic leadership hierarchy for two decades, where he managed party strategy and floor operations. In 2022, he announced he would step back from formal leadership roles, allowing a new generation to take the helm.

Hoyer's legislative work spans appropriations, government operations, and social policy. He has sponsored bills addressing environmental protection, disability rights, and government administration. His current committee assignments include the full Appropriations Committee and subcommittees covering labor, health, human services, and education.
