Gwen Moore has represented Wisconsin's 4th Congressional District in the House since 2005, making her the first African American elected to Congress from Wisconsin. Born in Racine in 1951 and raised in Milwaukee, Moore earned a degree in political science from Marquette University while raising children as a single mother on welfare.
