Miller, Carol D.

Carol Miller has represented West Virginia's 1st Congressional District since January 2023, following redistricting that renumbered her previous 3rd District seat. Born in Columbus, Ohio, Miller earned a bachelor's degree in history and political science from Columbia College and has worked as a real estate manager and bison farmer. Before entering Congress in 2019, she served in the West Virginia House of Delegates from 2007 to 2019, where she became the first female Majority Whip. She was the first woman to represent West Virginia's 3rd District when elected in 2018.

Miller serves on the House Committee on Ways and Means, where she participates in the Health and Trade subcommittees. Her legislative focus centers on creating jobs, diversifying the economy, investing in trade relations, protecting America's borders, and supporting West Virginia's energy industries including coal, oil, and gas. She opposes free trade agreements that send jobs overseas and advocates for an America First trade policy approach. Her sponsored bills reflect these priorities, including measures to extend tax credits for refined coal production and address trade and healthcare issues.

Miller is a member of the Republican Main Street Caucus. Her legislative record includes sponsoring or cosponsoring numerous bills related to tax policy, rural development, and healthcare, with 58 total bills introduced during her congressional tenure. She maintains a voting attendance record consistent with her peers, having missed approximately 2.2 percent of roll call votes since 2019.
