About

Celeste Maloy is a Republican representative serving Utah's 2nd Congressional District since being sworn in on November 28, 2023. Born in Cedar City, Utah, she earned a bachelor's degree in agriculture from Southern Utah University and later obtained her law degree from Brigham Young University's J. Reuben Clark Law School in 2015. Before entering Congress, Maloy built a career focused on public lands and water policy issues affecting rural Utah communities. She worked as a soil conservationist for the Natural Resources Conservation Service, served as a deputy county attorney in Washington County specializing in public land law, and held positions with the Utah Association of Counties and the Washington County Water Conservancy District. Most recently, she served as chief legal counsel to Representative Chris Stewart before running for his seat after his resignation.

In Congress, Maloy serves on the House Committee on Appropriations and the House Committee on Natural Resources, with subcommittee assignments on Energy and Water Development and Related Agencies, Interior and Related Agencies, Federal Lands, and Water, Wildlife and Fisheries. Her legislative work reflects her background in natural resources, with bills addressing public lands management, water issues, and rural concerns. She has sponsored legislation including the Shivwits Band of Paiutes Jurisdictional Clarity Act and the Geothermal Tax Parity Act, and has introduced resolutions addressing federal land management decisions affecting Utah.

Maloy holds a leadership position as chair of the Congressional Western Caucus, a role she assumed in January 2026. Her legislative priorities emphasize issues affecting rural western communities, including federal land stewardship, water rights, and infrastructure for rural areas. She maintains a strong focus on the concerns of Utah's rural counties, which provided substantial support in her election.
