About
Ralph Norman is a lifelong resident of South Carolina's 5th congressional district who has represented the area in the U.S. House of Representatives since June 2017. Born in Rock Hill in 1953, Norman earned a bachelor's degree in business from Presbyterian College in 1975 and spent over four decades as a real estate developer before entering Congress. He previously served in the South Carolina House of Representatives from 2004 to 2006 and again from 2008 to 2017.
Norman serves on the House Committee on Financial Services, where he is a member of the Financial Institutions and Housing and Insurance subcommittees. He also sits on the House Committee on Rules and the House Committee on the Budget. As a member of the House Freedom Caucus, Norman has focused his legislative efforts on fiscal responsibility and government accountability, sponsoring bills to eliminate automatic pay adjustments for members of Congress and to establish oversight of election system vendors.
Norman's legislative record reflects his emphasis on conservative fiscal policy and limited government. He has sponsored numerous bills addressing government efficiency and accountability, including efforts to strengthen congressional oversight. His committee assignments position him to influence financial services regulation and budgetary matters affecting the district and nation.
Norman has been reelected in every general election since his initial special election victory in 2017, most recently in 2024. He represents a district that includes much of the South Carolina side of the Charlotte metropolitan area.
