About

Patrick Ryan is a fifth-generation Hudson Valley native who has represented New York's 18th congressional district since 2023. Born in Kingston in 1982, he graduated from the U.S. Military Academy at West Point in 2004 and earned a master's degree in security studies from Georgetown University. He served two combat tours in Iraq as an Army intelligence officer, earning two Bronze Stars. Before entering Congress, he worked in technology and served as Ulster County Executive from 2019 to 2022, where he led the county through the COVID-19 pandemic and championed climate initiatives including a commitment to 100% renewable energy by 2030.

In Congress, Ryan serves on the House Committee on Armed Services, where he focuses on military preparedness and countering threats from China, as well as supporting the U.S. Military Academy. He is the first West Point graduate to represent the Academy in the House. He also serves on the House Committee on Transportation and Infrastructure, where he works on regional issues including public transit, broadband access, and infrastructure improvements across his Hudson Valley district.

Ryan's legislative priorities reflect his background and district needs. His sponsored bills include the REPAIR Infrastructure Act and the Health Care Fairness for Military Families Act of 2025. He has championed efforts to expand affordable health care access, support law enforcement, preserve Social Security and Medicare, prevent gun violence, and protect reproductive rights. Early in his tenure, his first bill—the Expanding Home Loans for Guard and Reservists Act—passed with bipartisan support, addressing gaps in VA loan eligibility for National Guard and Reserve members.
