About
Ann Wagner represents Missouri's 2nd congressional district and serves in two significant leadership roles. As Chair of the House Financial Services Subcommittee on Capital Markets, she oversees policies affecting capital formation, investor protection, and the operations of the Securities and Exchange Commission and other financial regulators. The Capital Markets Subcommittee controls which financial services legislation advances through the committee and shapes the regulatory environment for securities markets, banking, and investment. As Chair of the House Permanent Select Committee on Intelligence's Subcommittee on Open Source Intelligence, she leads oversight of how the intelligence community uses publicly available information to support national security operations and policy decisions.
Wagner's background uniquely positions her for these roles. Born and raised in St. Louis, she earned a degree in business administration with an emphasis in logistics from the University of Missouri. Before entering Congress in 2013, she served as U.S. Ambassador to Luxembourg from 2005 to 2009 and held significant party leadership positions, including chair of the Missouri Republican Party from 1999 to 2005—the first woman to hold that position—and co-chair of the Republican National Committee from 2001 to 2005. Her diplomatic experience and business background inform her work on both financial regulation and intelligence matters.
As Capital Markets Chair, Wagner has advanced a pro-growth legislative agenda focused on reducing regulatory burdens and expanding investor access. In 2025, her subcommittee advanced 19 bills on a bipartisan basis aimed at cutting bureaucratic red tape and expanding capital formation opportunities. She authored the Developing and Empowering our Aspiring Leaders Act to support small business access to capital and has championed investor protection legislation throughout her tenure. Her legislative record includes several bills that became law, including the Taiwan Assurance Implementation Act and the Allow States and Victims to Fight Online Sex Trafficking Act.
As the newly appointed Chair of the Open Source Intelligence Subcommittee, Wagner has focused on strengthening how the intelligence community leverages commercially available information. She has led fact-finding missions to the Defense Intelligence Agency and conducted international intelligence meetings in Japan, Europe, and the Middle East to assess national security challenges and strengthen U.S. alliances. Her work emphasizes standardizing how intelligence agencies purchase and use commercial data while ensuring the intelligence community has the tools and training needed to counter adversaries. Wagner is generally regarded as part of the moderate wing of her party and has demonstrated a commitment to bipartisan collaboration on financial services legislation.
