Provides for representation by Congress at a special meeting and related events in New York, New York, on September 6, 2002, in remembrance of the terrorist attacks of September 11, 2001, and in recognition of New York City for its sustained harm and recovery.

Authorizes Congress to accept the offer of the City and its controlled entities to host and pay the congressional expenses to prepare, attend, and participate in the special meeting and related events.
