Expresses the sense of Congress that the President may order acts of war against a foreign or other entity only in the following circumstances: in compliance with a treaty obligation or to repel a military attack against U.S. territory, possessions, or armed forces engaged in peaceful maneuvers; to participate in humanitarian rescue operations; or in response to a declaration or resolution of prior specific approval by a majority of the Members of each House of Congress.
