Disapproving the extension of the waiver authority contained in section 402(c) of the Trade Act of 1974 with respect to Vietnam.

Disapproves the extension with respect to Vietnam (as recommended by the President to Congress on June 1, 2001) of the President's authority under the Trade Act of 1974 to waive a nonmarket economy country's ineligibility to receive nondiscriminatory treatment (normal trade relations) and credit extensions because of restrictions on freedom to emigrate.
