Summary
Extends the law making continuing appropriations for FY 2002 through October, 23, 2001.
Permits the rate for operations of the Defense Health Program to exceed the current rate if necessary to fund a pro rata share of the program expansion authorized by the Floyd D. Spence National Defense Authorization Act for FY 2001.
Requires the Export-Import Bank to continue its functions through such date.
Provides that funds shall be available and obligations for mandatory payments due on or about November 1, 2001, may continue to be made.
