Earning and Learning Act of 2005

H.R. 1030, the Earning and Learning Act of 2005, proposed a change to the Federal Work-Study program by requiring colleges and universities to partner with private, for-profit businesses to provide student employment. Under the law at the time, schools had the option to partner with for-profit companies but were not mandated to do so. This bill aimed to expand the variety of work-study opportunities available to students by ensuring that private-sector jobs were a standard part of the financial aid offerings at higher education institutions.
