Summary
Consumer-Friendly Airline Ticket Transfer Act - Directs the Secretary of Transportation to issue regulations requiring air carriers to make transferable at no cost any paper tickets purchased after January 1, 2001, for intrastate or interstate air transportation.
Amends Federal aviation law to prohibit an air carrier from: (1) barring a person (including a governmental entity) that purchases air transportation from using only a portion of such transportation (including using the air transportation purchased only for one-way travel instead of round-trip travel); and (2) assessing an additional fee to such person or any ticket agent that sold the air transportation to such person.
