No Free Rent for Freeloaders Act of 2025

The No Free Rent for Freeloaders Act of 2025 would direct the Department of Housing and Urban Development to monitor public housing tenants' compliance with community service and economic self-sufficiency requirements on an annual basis. HUD would be required to calculate the total amount of federal subsidies provided to dwelling units occupied by tenants who fail to meet these requirements and publish this figure in the Federal Register each year.

If enacted, the bill would automatically reduce HUD's Management and Administration budget by the amount determined for the previous fiscal year. This means that funds allocated for HUD operations would be cut based on the level of noncompliance identified among public housing residents. The practical effect would be to tie HUD's administrative budget to tenant compliance rates, potentially reducing resources available for housing program management and administration.
