Ensuring Distance Education Act
Summary
The Ensuring Distance Education Act would modify federal rules governing for-profit colleges and universities. Currently, for-profit institutions must derive at least 10% of their revenue from sources other than federal student aid, known as the 90/10 rule. This bill would change how revenue is counted under that rule by allowing for-profit colleges to include income from distance education and hybrid distance education programs as nonfederal revenue.
If enacted, this change could make it easier for for-profit colleges to meet the 10% nonfederal revenue requirement. This might allow more for-profit institutions to continue operating or expand their distance education offerings. The practical impact on students would depend on how institutions respond to this change, potentially affecting the availability and cost of online educational programs at for-profit schools.
The bill is currently in the House and has been referred to committee for consideration. It has not yet been voted on by the full chamber.
