To provide that transit pass transportation fringe benefits be made available to all qualified Federal employees in the National Capital Region; to allow passenger carriers which are owned or leased by the Government to be used to transport Government employees between their place of employment and mass transit facilities, and for other purposes.

H.R. 1283 requires all federal agencies in the Washington, D.C., metropolitan area to provide transit pass benefits to their employees to help cover the costs of commuting via public transportation. Additionally, the bill allows federal agencies to use government-owned or leased vehicles to shuttle employees between their offices and mass transit hubs, such as Metro stations. By encouraging the use of public transit and alternative fuel vehicles, the legislation aims to reduce traffic congestion and air pollution in the National Capital Region.
