Protecting Our Children in an AI World Act of 2025
Summary
This bill would amend federal law to specifically address child pornography created using artificial intelligence technology. Currently, federal law primarily focuses on material involving real children, which creates a legal gap for AI-generated or deepfake images. The bill would remove existing legal defenses that could be used in cases involving AI-generated child sexual abuse material and expand the legal definition of sexually explicit conduct to include simulated imagery and partially clothed depictions.
If enacted, the legislation would ensure that individuals who create, possess, or distribute AI-generated child sexual abuse material could be prosecuted without being able to claim certain legal protections that previously existed. The bill addresses concerns from law enforcement and child protection advocates that AI-generated child pornography can normalize exploitation and cause psychological harm, particularly when someone's likeness is used without consent. The bill is currently under consideration by the House Committee on the Judiciary and has not yet been voted on by the full House.
