To amend the Consumer Product Safety Act to provide that low-speed electric personal assistive mobility devices are consumer products subject to that Act.

Amends the Consumer Product Safety Act to place low-speed electric personal assistive mobility devices under its jurisdiction (thereby subjecting those products to such rules and regulations as the Consumer Product Safety Commission may promulgate or amend as necessary or appropriate).

States that Federal law supersedes State law with respect to such devices to the extent that State law is more stringent.

Provides that for purposes of motor vehicle safety standards low-speed electric personal assistive mobility devices shall not be considered motor vehicles.
