REPAIR Act
Summary
The Right to Equitable and Professional Auto Industry Repair (REPAIR) Act aims to protect a consumer's right to choose where their vehicle is serviced. It would prohibit motor vehicle manufacturers from withholding critical repair information, diagnostic tools, and vehicle-generated data from owners and independent repair shops. By requiring manufacturers to provide the same access to these resources as they do for their own franchised dealerships, the bill seeks to prevent dealer monopolies and lower maintenance costs for everyday drivers.
If enacted, the legislation would allow car and truck owners to authorize independent mechanics to access their vehicle's digital data for repairs and maintenance. It also proposes to ban manufacturers from mandating the use of specific brands of parts or tools, which could increase competition in the aftermarket parts industry. To oversee these changes, the bill would establish a Fair Competition After Vehicles Are Sold Advisory Committee and empower the Federal Trade Commission to enforce these new transparency and access requirements.
