To amend section 507 of the Omnibus Parks and Public Lands Management Act of 1996 to authorize additional appropriations for historically black colleges and universities, to decrease the matching requirement related to such appropriations, and for other purposes.

Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior to make a grant to an eligible historically black college or university for the preservation and/or restoration of a building or structure listed or eligible for listing on the National Register of Historic Places if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 30 percent (currently, a matching amount) of the total cost of the project.

Authorizes additional appropriations for FY 2003 and 2004 for such grants.

Applies such matching requirement with respect to: (1) funds made available under such additional authorization; and (2) funds made available under the Act that remain unobligated as of the date of the enactment of this Act.
