Haiti Economic Lift Program Extension Act of 2025
Summary
This bill would extend special tariff benefits for clothing and apparel products imported from Haiti through fiscal year 2035. Currently, certain apparel items assembled in Haiti receive duty-free treatment when imported into the United States, along with limited quantities of other apparel products under tariff preference levels. This bill would continue these benefits for an additional decade.
The legislation would also direct the President to modify U.S. tariff rules to restore preferential treatment to Haitian apparel products that may have lost eligibility due to previous changes to the tariff schedule. If enacted, these provisions could help support Haiti's apparel manufacturing industry and provide economic benefits to Haitian workers and businesses that depend on exports to the U.S. market.
The bill was introduced in the House in February 2025 and is currently under committee consideration. It would require presidential signature to become law.
