Summary
The Family Building FEHB Fairness Act aims to expand healthcare coverage for federal employees by requiring all insurance carriers within the Federal Employees Health Benefits (FEHB) Program to provide benefits for assisted reproductive technology (ART). Currently, coverage for fertility treatments among federal plans is inconsistent or limited. This legislation would mandate that these plans cover a wide range of services, including in vitro fertilization (IVF), various forms of artificial insemination, and the preservation of eggs, sperm, or embryos for future use.
If enacted, the bill would also require coverage for related costs such as fertility medications, genetic testing of embryos, and gamete donation. The Office of Personnel Management (OPM) would be responsible for implementing these requirements within one year of the bill becoming law. The proposal seeks to ensure that the millions of individuals and families who rely on federal health insurance have reliable access to the medical services necessary to start or grow a family.
