Summary
Amends the Elementary and Secondary Education Act of 1965, with respect to determining the number of children aged five to 17 from families below the poverty line to calculate the amounts of basic grants to local educational agencies (LEAs), to repeal requirements that, where an LEA contains two or more counties in their entirety: (1) each county be treated as a separate LEA in calculating the grant amount; and (2) the LEA distribute to schools in each county a share of the grant that is no less than the county's share of the population counts used to calculate the grant.
