To amend the provision of title 5, United States Code, commonly referred to as the "Monroney amendment", to read as it last did before the enactment of Public Law 99-145.

Amends provisions of the Department of Defense Authorization Act, 1986 (commonly referred to as the "Monroney amendment") to repeal a provision which requires the wage schedules and rates applicable to prevailing rate employees of the Department of Defense to be established only on the basis of local private industry rates.
