Summary
Authorizes the Secretary of Education to make grants to eligible local educational agencies (LEAs) to assist in constructing new public elementary and secondary school facilities or building additions to existing facilities.
Makes an LEA eligible if 20 percent or more of the children aged five through 17 it serves are from families with incomes below the poverty line.
Limits the Federal share to not more than ten percent of project cost.
Sets forth Buy American requirements.
