To reauthorize the Tropical Forest Conservation Act of 1998 through fiscal year 2004, and for other purposes.

Amends the Tropical Forest Conservation Act of 1998 to authorize appropriations through FY 2004 for the cost for the reduction of any debt owed to the United States by a developing country with a tropical forest as a result of concessional loans made or credits extended to such country under specified laws. Revises reduction of debt eligibility requirements to amend the requirement that such country put in place major investment reforms to require only investment reforms.

Requires the chairperson of the Enterprise for the Americas Board to be the representative from the Department of the State.
