Flood Insurance for American Homeowners Act of 2003

Flood Insurance for American Homeowners Act of 2003 - Amends the National Flood Insurance Act of 1968 to extend through 2004: (1) the authority under which the Director of the Federal Emergency Management Agency may issue notes and other obligations to the Secretary of the Treasury for the purpose of carrying out the national flood insurance program; (2) the authority to enter into new flood insurance contracts; (3) requirements for carrying out emergency implementation of the flood insurance program; and (4) the authorization of appropriations for carrying out studies under the Act.
