Summary
Medicare Out-of-Pocket Spending Limit Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Catastrophic Benefit Program) under which is established as part of the Medicare program a voluntary program to cover catastrophic out-of-pocket costs incurred under Medicare parts A (Hospital Insurance) and B (Supplementary Medical Insurance).
Amends SSA title XIX (Medicaid) to provide for Medicaid buy-in of Medicare catastrophic coverage for certain low-income individuals.
