To amend the Federal Food, Drug, and Cosmetic Act to provide for the regulation of all contact lenses as medical devices, and for other purposes.

Amends the Federal Food, Drug, and Cosmetic Act to: (1) regulate all contact lenses as medical devices; and (2) state that such regulation shall not be construed as having any legal effect on any other Food and Drug Administration (FDA)-regulated article.
