To amend title 10, United States Code, to give certain rights to Department of Defense employees with respect to actions or determinations under Office of Management and Budget Circular A-76.

Deems a recognized labor organization representing Department of Defense employees to be an interested party having appeal rights concerning any action or determination made under any comparison conducted by the Department of Defense under Office of Management and Budget Circular A-76 of the cost of performing commercial activities by Department of Defense personnel and the cost of performing such activities by contractor personnel.
