To authorize the transfer and conveyance of real property at the Naval Security Group Activity, Winter Harbor, Maine, and for other purposes.

Authorizes the Secretary of the Navy to transfer to: (1) the Secretary of the Interior administrative jurisdiction over specified property at the Naval Security Group Activity, Winter Harbor, Maine, concurrently with the reversion of administrative jurisdiction over other specified property from the Secretary of the Navy to the Secretary of the Interior; and (2) the State of Maine, or any political subdivision or tax-supported agency therein, the former facilities of such Security Group Activity, except for the real property transferred above. Requires the Secretary to maintain the facilities to be transferred until the earlier of the date of transfer or September 30, 2003. Authorizes the Secretary to lease such property to any appropriate entity in the interim. Requires reimbursement to the Secretary for the costs of any environmental assessment, study, or analysis.

Directs the Secretary of Defense to transfer to the Secretary of the Interior specified amounts for: (1) the development of a research and education center at Acadia National Park, Maine; and (2) operation and maintenance activities there.

Directs the Secretary of the Navy to provide financial assistance to Winter Harbor in each of FY 2002 through 2004 as reimbursement for costs incurred in making water and sewage system improvements for the benefit of the Group Activity there.
