Summary
Northwestern Hawaiian Islands National Marine Refuge Act of 2005 - Designates the Northwestern Hawaiian Islands National Marine Refuge.
Establishes within the National Ocean Service of the Department of Commerce the Office of National Marine Sanctuaries and Refuges.
Gives the Secretary of Commerce, acting through such Office, the primary jurisdiction and ultimate management authority and control over the Refuge area and its resources.
Sets forth protection and conservation measures, including making it illegal to touch living coral or live rock in the Refuge.
Directs the Secretary to conduct such enforcement activities as are necessary and reasonable to carry out this Act.
Makes any person who destroys, causes the loss of, or injures any Refuge resource liable to the United States for a specified amount.
