Summary
Amends the Communications Act of 1934 to prohibit a candidate for Federal office from receiving the lowest unit charge available for advertisements which are broadcast immediately before such election unless the candidate provides written certification to the broadcast station that the candidate shall not make any direct reference to another candidate unless the original candidate includes personal statements or images clearly identifying himself or herself and stating that he or she approves such broadcast.
