Nationwide Gun Buyback Act of 2003

H.R. 2493, the Nationwide Gun Buyback Act of 2003, would have authorized the Department of Housing and Urban Development to provide federal grants to local governments for the purpose of operating gun buyback programs. Under this proposal, local law enforcement agencies would collect firearms from individuals in exchange for compensation, with the requirement that all collected weapons be destroyed or donated to museums for historical display. To participate, local governments would have been required to provide legal amnesty to individuals turning in firearms and demonstrate the ability to conduct the collections safely.
