Summary
Directs the Election Assistance Commission (EAC) to make an additional payment to the State Election Commission of Puerto Rico to assist it to meet federal election administration requirements under the Help America Vote Act of 2002 (HAVA).
Requires the EAC to make such a requirements payment in an amount that would treat Puerto Rico in the same manner as each of the several states and the District of Columbia.
Amends HAVA to revise the formula for determining the minimum amount of requirements payments to Puerto Rico.
