H.R. 2595, which became Public Law 107-320, authorized the Secretary of the Army to transfer a specific parcel of federal land on Hutchinson Island to Chatham County, Georgia. The law required the county to use this land—or an equivalent parcel exchanged for it—specifically for public recreational purposes. While the county assumed all transaction costs and legal liabilities, the federal government retained necessary access rights for the operation and maintenance of the nearby Savannah Harbor Tide Gate.
