Educational Opportunity and Success Act of 2025
Summary
H.R. 266 would reauthorize TRIO programs, which are federal outreach and support services designed to help students from disadvantaged backgrounds succeed in higher education. The bill would extend these programs through fiscal year 2030 and make several changes to how they operate. If enacted, the Department of Education would be prohibited from rejecting grant applications based on certain errors and would be required to provide more technical assistance to organizations applying for TRIO funding. This could make it easier for schools and nonprofits to secure grants to support their students.
The bill would also revise how TRIO programs measure their success, update eligibility requirements to use students' most recent financial aid forms, and increase the maximum stipends paid to students in the Upward Bound Program and the Ronald E. McNair Postbaccalaureate Achievement Program. These changes would provide more financial support to low-income and first-generation college students participating in these programs. Additionally, the bill includes revisions specifically aimed at improving programs serving veterans. Currently, the bill is in the early stages of the legislative process and has been referred to committee for consideration.
