To require the Secretary of Transportation to collect certain data pertaining to cancelled and diverted flights of air carriers.

Directs the Secretary of Transportation to: (1) require each air carrier that submits an airline service quality performance report to the Secretary to also submit a monthly report on each diverted flight and canceled flight of the air carrier; and (2) publish such data on the Department of Transportation's website.
