To amend title 23, United States Code, to provide for mass transportation services that provide temporary substitute highway traffic service as a result of an emergency.

This bill would allow federal emergency relief funds to be used for temporary mass transit services when highways are damaged or closed due to a natural disaster. Under this legislation, the government could pay for additional bus or rail services and traveler information systems to help people get around while roads are being repaired. The goal is to provide citizens with reliable transportation alternatives and reduce traffic congestion during the recovery period following an emergency.
