It updates federal law to ensure that harassment or intimidation of maritime observers is illegal regardless of whether physical force was used, and it establishes a confidential "restricted reporting" system so survivors can access support services without being forced to trigger a formal investigation. Additionally, the bill requires NOAA to report substantiated claims of misconduct to the Coast Guard to ensure that individuals who pose a safety risk at sea can have their professional credentials reviewed or revoked.
