REFINER Act
Summary
The REFINER Act would direct the Department of Energy to require the National Petroleum Council to prepare and publish a comprehensive report on petrochemical refineries in the United States. Within 90 days of enactment, the report would examine the role of these refineries in U.S. energy security, including the reliability and affordability of liquid fuel supplies for American consumers.
The report would assess current refining capacity and identify opportunities to expand it, while also evaluating risks facing the refining industry. Additionally, the report would analyze any federal or state regulations, executive actions, or policies that have contributed to declines in refining capacity. The findings would be made publicly available to inform policymakers and stakeholders.
The bill passed the House in November 2025 and is now under consideration by the Senate Committee on Energy and Natural Resources. If enacted, it would not directly regulate refineries but would provide Congress and the Department of Energy with detailed information to guide future energy policy decisions.
