To provide for the issuance of a Manatee Semipostal Stamp.

This bill requires the U.S. Postal Service to create and sell a special "Manatee Semipostal Stamp" for at least two years. Unlike standard stamps, semipostals are sold at a slightly higher price than the regular first-class rate, with the additional funds specifically dedicated to a charitable or environmental cause.

For citizens, this provides a voluntary way to contribute to wildlife protection while mailing letters; the extra proceeds from each stamp purchase would be transferred to the U.S. Fish and Wildlife Service to fund the conservation of manatees and their natural habitats. The bill was reported favorably by the House Committee on Natural Resources in late 2024 and has been reintroduced in the current session of Congress to continue its progress toward becoming law.
