College Opportunity for All Act

The College Opportunity for All Act (H.R. 3180) was a comprehensive proposal introduced in 2003 to make higher education more affordable and accessible by updating the Higher Education Act of 1965. The bill aimed to increase the maximum Pell Grant award and simplify the federal student aid application process to help more low-income and working students cover the costs of college.

For borrowers, the legislation proposed lowering the cost of education by eliminating loan origination fees, allowing the refinancing of consolidated loans, and offering student loan forgiveness for those working in public service. Additionally, it sought to expand educational resources and post-graduate opportunities at minority-serving institutions and provide extra support for disadvantaged students through outreach programs. While the bill was referred to a subcommittee shortly after its introduction, it did not advance further into law during that session of Congress.
