Import Security and Fairness Act

H.R. 322 would modify how the United States handles small import shipments. Currently, the de minimis exemption allows imported goods valued under $800 to enter the country without paying tariffs or taxes. This bill would restrict that exemption for certain countries and require U.S. Customs and Border Protection to collect more information about these small packages. The bill specifically targets goods from nonmarket economy countries and countries on trade priority watch lists. Supporters argue the current system allows foreign companies to circumvent trade laws and flood the U.S. market with products that may pose safety concerns. The bill would require the Treasury Department to establish new regulations within 180 days of enactment to govern how these exemptions are administered. If enacted, the changes could increase costs for consumers purchasing low-value items from abroad and require importers to provide additional documentation to customs officials.
