Child Safety and Home Security Act of 2003 - Amends the Internal Revenue Code to provide for a nonrefundable tax credit for the purchase of a residential safe storage device that is put into service for the securing of firearms.
Prohibits the creation of a database identifying gun owners using information from tax returns on which credit under this Act is claimed.
