To amend the Internal Revenue Code of 1986 to impose an excise tax on State revenues from tolls first imposed during calendar year 2009, on Federally-financed interstate highways.

Amends the Internal Revenue Code to impose an excise tax on state revenues from tolls first imposed during 2009 for the use of any federal-aid interstate highway. Makes such tax revenues available to the Secretary of Labor for use in carrying out the trade adjustment assistance program under the Trade Act of 1974.
